MOSCOW, September 18. /TASS/. Syria welcomes the agreement between Russia and Turkey on the situation in Syria's Idlib Governorate, which became the result of intensive consultations between Moscow and Damascus, the SANA agency reported on Tuesday, citing a source in the Syrian Ministry of Foreign Affairs and Expatriates.
"Syria welcomes the agreement on the situation in the Idlib Governorate that was declared yesterday in the Russian city of Sochi and stresses that this agreement became the result of intensive consultations and full coordination between the Syrian Arab Republic and the Russian Federation," the agency quoted the source as saying.

I am not optimistic.
 
He mean's the fact that all rebel groups in Idlib to some extent have jihadist among their ranks or are all jihadists. The only reason this agreement happened because Assad's loyalist militias are spread too thin across the country to launch an offensive anytime soon. Unless Turkey moves a sizeable force into the region then Assad and allies are going to launch a new offensive against Idlib likely before spring.

Practically every "moderate" has been found to be linked to IS or have ideological similarities to them.
Do you have an unbiased or credible source to back up that assertion? Its generally common debate etiquette to have a source or several to back up claims.

OK, as I understand the situation, the reason for this agreement is that Turkey has a lot of its proxies in Idlib, and doesn't want to let them be slaughtered. Also, it doesn't want any more refugees. At the same time, Russia doesn't want Idlib to be a constant source of attacks on the government-controlled areas (like the recent shelling of Aleppo) and Russian bases (the frequent drone attacks). So, diplomacy prevailed, and Turkey got a chance to go in and provide order, with some Russian oversight. A good thing overall.
That said, I fully expect HTS (who are de-facto ruling Idlib now) to start attacking Turkish forces, so in the end there will be an offensive in Idlib - only with active participation of Turkey and after Turkish proxies are moved to some safer zones. There's no negotiating peace with HTS (aka Al-Qaeda).
 
But not all rebels are HTS/ISIS-affiliated.
No, only those that are still running around free. The rest are either in HTS dungeons, or dead. There have been news about infighting and arrests for at least two years now, and invariably HTS is the winner in those (talking about situation in Idlib now).

Just that they are still free to go about their business, not dead and not in HTS captivity.

I do think the Assad regime is the lesser evil by a slim but notable margin, but I do not think it is as clear cut as that. Not even the most active participants have any concrete data to either confirm nor deny this, and those that are directly involved, such as - well, the Assad faction - are not known for their reliable and unbiased accounts of the situation on the ground...

Doubt Syria has much to say in this decision.
