@Jakarta, lol sorry, but I generally have some criticisms towards the two proposals here, so I want to make new one with the best parts of either, with the edition of the shinkansen.

[X] Review of the Zaibatsu: In order to prevent a repeat of the Yasuda Crisis, all publically traded companies will open all financial records to an annual review by a third-party accounting firm. Those companies with fraudulent or incomplete records shall be given one year grace to correct the errors. Those firms that refuse to submit such records or fail to correct errors shall not be eligible for government contracts or funds, criminal prosecution and/or fines.

[x] Basic social safety net: The ongoing crisis has highlighted the shocking lack of support, alternatives and stigma for people that for one reason or another lost their jobs or other sources of income. Task the government with producing a comprehensive and unified national plan in regards to retirement, unemployment benefits and ways for the most unfortunate of Imperial subjects may have access to enough income to cover their basic needs. Funds may be secured from employer and employee contributions, the national budget and things like lottery ticket sales.

Shinji Sogo, formerly director of the South Manchurian Railway Company, has presented a revolutionary plan towards the Imperial Diet, a train that can go up towards 210-220 Km/h. Such a project is unheard of, many experts thinking that flight will be the future of the travel while the likeliness of trains staying relevant for any longer will be very low, however, on the other hand, the prospect of a vast network of high-speed railways going through the islands of Japan, the Korean Peninsula, the lands of China, and the plains of India and beyond, transporting people and goods cheaply en mass, does seem like a wonderous idea both economically and militarily wise. A high-speed rail on the islands of Japan, linking the economic centres of Tokyo and Osaka, must be tried. After all, it's not like

[X] Alternative Power: While the Sphere currently produces enough petroleum for its needs the rising industrialization of the sphere along with military and civilian demands will soon exceed supplies. Therefore, the government along with partners in the Sphere we shall conduct a survey for locations for wind, solar, geothermal, hydroelectric, nuclear and tidal power generation potential. We shall then begin construction of new power plants to meet the growing needs of the sphere along with researching more efficient power generation, distribution and storage methods.

I kind of agree with @Eliar, in that UBI might be too early, too radical for the times, but I absolutely do not want to see Purge Time Is Best Time and the creation of a force directly led by the Emperor happen. Give the power to the emperor as much as you want, but creating a Praetorian Guard has never been a wise choice for any ruler.

[X] This government shall support His Majesty, however, the investigation must be done properly like any other investigation. Hard evidence like paper records must be gathered and surveillance warrants obtained from the court. We cannot rely simply on witnesses or rumors. These restrictions will reinforce our image to the people that we are interested in justice and not petty retribution.

A series of laws was passed very rapidly, specifically designed to ensure the best possible welfare for the Japanese people during these very troubling times. Unemployment benefits, food stamps, even soup kitchens in underserved areas throughout the Empire are being set up. This is only a stopgap solution though, for the real hurdle is to ensure that confidence in the market is restored, and progress has been slow in that front.

Speaking of confidence. The law the government tries to pass for the Zaibatsu has received, predictably, significant backlash among the executives, and even from the regular Japanese workers who worked in these companies. The executives are angry that their power is being predictably reduced, with calls for a 'free market' and 'trusting the invisible hand' being thrown around, while the regular Japanese workers fear that their wages and even job stability might be cut off if it's revealed that their company redundantly hires too much people for some reason. It passed eventually, but this will most likely hurt the Minseito's reelection chances.

There have been reports of various supersonic jet prototypes being built by the various aircraft companies, from Mitsubishi to Nakajima to Aichi. But it seems that with government funding, the pretty slow progress on the Supersonic jets are being increased. With Mitsubishi and Nakajima announcing that they would unveil their prototype fighter to the public come 1958, with Aichi announcing a public reveal the next year.

It is a very interesting time if you're in the Japanese aviation industry. The sector is thriving and shows no visible sign of slowing down. Despite the economic headwinds.

A temporary royal guard task force was created (16)

'The task force for the preservation of Japan' was created, very secretly, by the Royal Assent of the Emperor with the Prime Minister and Director of the PSIA acting as 'board members' for this group. PSIA agents who are smart enough to decipher rather mundane but well hidden clues are being brought in and sworn into secrecy should they accept their task. While their jobs are relatively simple for now. With the monitoring of the various agents, but should they act. The Japanese government now has power to prevent their plans to become a reality.

It appears that fortune favours the bold. Most reputable economists and academicians are predicting that this year will be the year where the Japanese economy starts to turn around from the ashes of the Yasuda crisis. We have many opportunities that await us next year. But for now, we have to settle to doing limited actions for this year due to the still lingering effects of the economic crisis. Will we make things even better this time around? Only time will tell.

The 1957 Defense White Paper

Prominent military figures from within the Japanese military has presented to the government about their ideas for what the Japanese Military should be in the coming decade. While most of the paper deals with the technicalities, such as specific recommendations of Destroyers or Submarines, or perhaps commissioning new designs for a standard battle rifle for the Japanese Military. There are several key points from all three branches of the military that we must address.

Firstly, the army desires that, by the end of 1967, we would still field a 1 Million man strong military, but furthermore, they also wanted the army to be a much more mobile and effective force. They theorize that, by the end of the 1960s, most of the countries within the CPS could field effective enough armies to hold the line in Russia should a hypothetical war goes off, and the Japanese military would have the need to be the tip of the spear, punching through enemy lines via a heavily mechanized force. With that in mind, They want many things, a creation of a battle rifle, funds for the research and testing of anti tank missiles and weaponry, a new Battle Tank, one that could incorporate the best of the best of Japanese technology, and an expansion of the Helicopter fleet within the Army.

Secondly, for the Navy. Their laundry list of objects is no less extensive, but perhaps a bit less pushy than the army, the IJN have expressed a desire to maintain a 10 carrier strong force by the end of the 1960s, with roughly 100-200 destroyers, 100 submarines, 10 Battleships and 15 cruisers. While it is a rather impressive list. They have stated that what they desire more is increasing the capability of each ship rather than having sheer numbers, they want to use the funds for each year's budget to research on catapult carriers, various deck configurations, using missiles more and more on their destroyers, cruisers and battleships, and nuclearizing the entire Japanese submarine force.

Thirdly, there is the air force. While they have stated that they are mostly pleased with the current arrangement. They nonetheless stated that winning the war on the ground decisively depends on the air. And with that in mind, while they are mostly happy with the current progress on supersonic fighter jets, what they truly desire is funding for an expansion of the air force to roughly 500.000 men, buying more aircraft for CAS, AIr Superiority, and other miscellaneous objectives such as reconnaissance and supply carrying. They wanted more funds because they are currently busy drafting an idea for a transport plane, a gigantic aircraft that can airlift entire battalions should need be into the frontlines, a 'definite advantage' they say, should Japan goes to war. They also stated that, while their SA-1 aircraft is sufficient for current reconnaissance needs, they also want a highly dedicated supersonic recon aircraft and air superiority aircraft due to the potentially changing tides of warfare.

Finally, all branches have agreed that they want to expand the Rikusentai to become their own branch. A branch that could launch expeditionary forces into enemy shores and create another front for the enemy should the worst happen. An expanded rikusentai is important, they argue, because dividing the responsibility of naval invasions between the Army and Navy has lead to significant problems in terms of coordination and responsibilities in the past. The paper envisions a force, carrying their own semi-carrier ships, called 'Landing Transport Docks', and could land a division or two on to enemy shores should conflict break out in just a matter of weeks.

While all of these are promising, it is ultimately up to the government to implement such a strategy. What direction do you want the Japanese military to go?

The fast ones is okay, but the Yamatos? I mean, they literally just upgraded it with the express purpose of it being a weapons testing platform, so yeah. Hissy fit would be a bit understating it.

7. Improve computer and communication links between naval vessels and air craft.

8. Research steam catapults for air craft carriers and different deck configurations.

9. Nuclearize the submarine force.

Now this looks expensive but we can trim costs in the following ways:

1. The sale of surplus or obsolete weaponry and equipment to allies.

2. The sale of weapon and equipment licenses to Sphere members

3. Economies of scale would reduce per unit cost.

Political and Economic Benefits:

1. Companies would work with the government to secure contracts.

2. Technologies developed by the military can be licensed to civilian firms.

3. Civilian population and economies both in Japan and the Sphere would benefit from increased spending and the belief that the country is moving forward in their defense. We may ask sponsor television and radio programs showing the average life or a Soldier, Sailor, Airman and Marine to encourage positive views and recruitment.

With the development of new computers and electronics this presents us a new market and new opportunities for the government and private industry. We should encourage representatives from research institutions such as Universities, private companies and government Ministries to foster research and develop of new computers and electronics and how to implement such technologies across the Sphere. For Example, computers for record keeping, improving the phone system and so on.

[X] The Sphere Expo: To encourage travel, trade and cultural links between our members, a Osaka shall host a six month Festival with each member state being allocated a space to set up an exhibition. Members could setup displays of cultural themes and progress along with technological developments and products. A stage would be set up for various entertainment programs such as dance groups, musicians, theatre and so on. Various foods and snacks would also be on sale.
