The country is not in a good place.

An investigation by the Metropolitan Police Agency has unearthed a significant and unprecedented attempt by a major Zaibatsu to cover up their expenses. It's all clear by now that the Yasuda Zaibatsu will die, but how will this government deal with the fallout of Yasuda's collapse?

The Yasuda Crisis.

"What falls faster, a man, or his shares?"

It was supposed to be a routine investigation, a dead body found in a house, with the words 'Truth always comes out' emblazoned on his chest and burnt Yasuda paperwork on his backyard. That burnt paperwork turns out to be evidence that was destroyed because it revealed a truth far, far more damaging than a single man's death. The man's name is Yoshinori Matsutaka, and through his death. A chain of creative accounting, coverups, and even murder within the Yasuda Zaibatsu was unearthed.

It started in 1945, when the bigwigs at the Yasuda have desires to put their conglomerate as a first among equals, ahead of Mitsubishi or Sumitomo. The premier company that will propel Japan into the future. An unusual, yet very desirable accounting method called Mark to Markup accounting was used to artificially bolster the company's balance sheets, and through the years. The Zaibatsu grew and grew, garnering more investment money and expanding their operations.

And yet, it all came to a halt after the bigwigs realized what Mr Matsutaka has done, and ordered a hit on him. Subsequent Metropolitan police raids into Yasuda's buildings unearthed a chain of creative accounting techniques that the media then picked up, and then the investors, and eventually, the government. Everything the Yasuda Zaibatsu worked for, their businesses, their projects. Are now under serious scrutiny as Police are wracking up murder charges on their board members, and Japanese regulators are raiding every office they own in search for any trace for paperwork.

Predictably, Yasuda's share prices dropped, and dropped and dropped and dropped. High level managers, shameful of what has transpired, are found dead drinking industrial chemicals after they have tucked their children and wives to sleep. Office workers, now sure that their shares in Yasuda are worthless, and their future as well, are attempting suicide by jumping off of office buildings. Most of them was saved by timely intervention from security guards, but not all of them could be saved. And the Japanese economy is set to enter a recession this year. It's practically a guarantee at this point.

It could be much worse, in another universe, their actions could lead to the unraveling of the Japanese state itself, the protection Yasuda garnered from the military and the government made an existing problem much, much worse. But, thankfully, we are not living in that universe. Nonetheless, the economy is still in freefall, and fast action must be taken to save the economy.

Canal Zone Negotiations

While Japan wrangles with itself at home. Egypt still nonetheless desire a majority stake within the Suez Canal zone from Japanese negotiators, the ensuing economic crisis in Japan has naturally made our position much less stronger. But negotiations must be finished, the government of both sides has indicated that they will pursue an amicable agreement regardless of the situation in Japan.

Shinji Sogo, formerly director of the South Manchurian Railway Company, has presented a revolutionary plan towards the Imperial Diet, a train that can go up towards 210-220 Km/h, perhaps a closer look will reveal his logic behind such an insane proposal.

Native Rights
There are the Ainu in the north and the Native Taiwanese in the south, Japan might be a Homogenous country but it isn't a fully homogeneous one, and both Native Taiwanese and Ainu have voiced their concerns about being discriminated against in workplace hiring, property purchases, and a myriad of other activities a typical Japanese would consider normal.

Land Reclamation
One of the main concerns for anyone living in Japan is living space, and living space has always been in short supply for such a mountainous country. A solution has been presented though, in the form of land reclamation, perhaps looking into this might provide a sustainable, long term solution towards this most Japanese of problems.

It seems that our program to bring in immigrants from the nearly overwhelmed countries in the Middle East and Russia are seemingly paying off. The European Immigrants are surprisingly finding themselves well settled in the country, and some of them are even venturing out of the island, at this rate, expanding the citizenship requirements for these people might become a real possibility. Then again, accepting more immigrants would make the Middle East and Russia more grateful as a result, and it would be in our best interest to keep these countries from being overwhelmed by refugees.

The Yasuda Crisis

Those who are cleared by the investigation will have their passports returned and bank accounts returned and a declaration of innocence/clearance issued by the Task Force to the press.

4. Those who are involved in the murder and coverup will be indicted and tried in court. The court shall decide punishment. If the company can be saved the stock seized from company officials shall be sold on the stock market. If the company cannot be saved it shall be liquidated.

Accelerating tech development and scientific reasearch is driving the world to the brink. The brink of a new golden era many argue. The brink of destruction some caution. Every year there seems to be a myriad of new wonder drugs, substances used in Agriculture, construction and many other applications. Drugs and substances with extremely limited or even no studies as to their long term implications to the health of Imperial Citizens and the Empire itself. The creation of an agency whose sole purpose is the evaluation and control of such substances seem like an one way road. Substances like Asbestos, or the new pesticides that some lobby to see wide usage, or all the drugs comming from Europe and beyond.

1955, Turn 7 results
The Crisis is being handled amicably, for now. (you rolled an 18)

While the bleeding will not stop for years at this point. With Japanese GDP growth predicted to drop by 2% this year for the next 3 years. The worst effects of the recession has been halted by timely governmental intervention. Japanese executives have given their shares way while the government massively restructures the company, selling off unworkable assets while reorganizing the entire organisations of several corporate departments. Sumitomo, Mitsubishi, and Mitsui are also purchasing Yasuda assets sold off in lumps. Like Vultures to Carrion.

There are several smaller companies purchasing various Yasuda assets, such as Tokyo Tsushin Kogyo buying their electronics and other companies making their opportunistic purchases, but it's a sealed deal. If Yasuda survives, it's going to become a much smaller company, and if Yasuda dies, their carrion will feed the Zaibatsus and other Japanese companies' portfolios.

Canal Zone negotiations ended in disaster, for the Japanese that is (you rolled a 5!!)

The Canal Zone negotiations started off this year, with both the governments of Japan and Egypt more than willing to end it by December 1955. At first, it went off swimmingly, with the Japanese delegation agreeing to the 55% stake the Egyptians offered, even as the Yasuda crisis rolled around, negotiations are still taking place, and it seems that everything will be fine.

Turns out, it didn't, in yet another incident. This time involving the Canal Holding Company's executives making disparaging remarks to their Egyptian employees, surely enough, Tokyo ordered their firing and replacement, but yet again. The damage is done, Egyptian negotiators demand a 65% stake now, and with no legroom to maneuver. Tokyo reluctantly agreed to the terms. They would still renegotiate after 30 years, and there would still be cooperation between the Japanese and Egyptians in the refugee crisis, but the Egyptian has gained much more in this negotiation than Japan did, very easily.

Japanese police are being re-trained and new guidelines are issued (you rolled a 14)

A new law was passed, with the express aim to make the police more accountable to the people and give the people even more rights. And predictably, it entered into a massive fight between the Cops and the Government. The government, especially this Socialist government, has always wanted to reduce the discretion that the police had, especially when it comes to their interrogation antics and their methods.

Predictably the fight turned ugly, with both Politicians and Police reps screaming at each other during the various hearings. But once all said and done, the bill was pushed through both the House of Representatives and House of Peers, forcing a strict 15 minute interrogation, a requirement to have police ask whether or not the suspect desires a lawyer, have the suspect's rights to have a lawyer be fulfilled as fast as possible, and perhaps, and most importantly, a strict, 3 day detention period for the suspect, if there's nothing the police can found during those 3 days, the suspect must be released with no exceptions. No one outside the Seiyukai objected to this, and the PM's office signed the law with no visible problems.

(YOU ROLLED A 1) Japanese efforts for Civil Rights legislation ended in failure

Unfortunately, with every success, failure must follow. And that comes in the form of attempted civil rights legislation, the Japanese populace are seemingly indignant when news of this broke out into the street. There's a not insignificant amount of pushback from 'everyday Japanese' who have no desire to have their 'rights being restrained' due to the legislation. When news of the potentiality of the Burakumin being granted these rights surfaced. The voices turned even more indignant, with major voices initially supporting the legislation quietly backing down.

Even symbolic efforts, like trying to create a commission to suggest improvements to civil liberties were stalled and died, it seems that it's going to take a lot more effort to legislate this kind of laws than expected.

The MRDC established with several senior and veteran civil servants, begins work immediately (you rolled a 19)

The Ministry of Research, Development and Consumer Protection was established in a very unusual time, discussions were had after the Japanese Government has passed the Police legislation but before the time where everything went to crap with the Civil Rights legislation. So there is a lot of momentum to be had, and this momentum was utilized in the creation of the MRDC, discussions of naming the Ministry as a Department were turned against its head, with a ton of criticisms from Civil Servants who desire uniformity, even in naming. But otherwise, everything went as smoothly as possible. Scientists were asked to be board members and a lot of them agreed, the ministry was staffed with some pretty senior and experienced Civil Servants, so they are guaranteed to do their job effectively, and the director is himself an accomplished Chemist. Something that is needed considering the nature of the Ministry's responsibilities.
 
BTW, just a friendly PSA, 1956 is election year for Japan. It's already been 4 years since 1952, and Minseito is pretty much guaranteed to win with this Yasuda crisis.

The bleeding has been stopped. But it remains to be seen how well the country will turn out. There are a lot of things that need to be addressed in the wake of the Yasuda crisis, and with a new government, with a new direction. One thing's for sure, the last years of the 1950s are sure going to be a fun one. If not necessarily beneficial for the Japanese people.

Aftermath of the Yasuda Crisis

The Yasuda Crisis has affected the lives of almost every Japanese imaginable. From the lowliest worker to the high flying executives, the fall of such a big Zaibatsu have led hundreds of thousands of Japanese people out of work and struggling to get by. This is obviously an untenable position, but with the Rikken Minseito in position and with a sizable minority of Socialists and Social Liberals. There are many voices advocating for various steps to be taken by the Japanese government.

While the obvious solutions such as stimulus spending and negative income spending are a given, it is in the details, the conditions of such stimuluses that are being debated upon within the diet, the Minseito wanted to give more emphasis to Small and Medium business owners, with some provisions as to how they should use that money, while the Taishuto wanted direct money payments to the common man. Which one must we choose?

Monarch Point Opportunity:
The new Prime Minister, Shigeru Yoshida. Was summoned into the halls of the Imperial Palace, he was just finished doing his daily duties as Prime Minister, and while these kinds of summons are expected, the request that the Emperor makes is anything but.

"Mr Yoshida." The Emperor spoke calmly, drinking his herbal tea as his servants treated him with the utmost respect. "I have a request for you, and even I do find this unusual, but after much deliberation with my counsel, this is now a matter in which I cannot ignore any further."

"There are groups of people, highly distinguished people. Military Leaders, prominent businessmen, former directors of State Owned companies, that are despising the change that we have brought into the Empire. Bringing in rights to our recently acquired territories, promoting immigration from the West, and liberalising our country as well. I understand that you know this, but I have just received reports that they are planning something… drastic."

He hands you a slip of paper. Showing names of various people that you didn't expect have these sentiments. "Those are the list of people that we must take care of. I do not care for the day to day Politics Prime Minister, but I do care if someone desires to take over the Empire for their own sick machinations. Do not strike early though, for that might force these people to hide their intentions, I know that this is a lot, but strike when I say so Mr Yoshida."

"I have already gotten the director of the PSIA to look out for these people, monitor their activities, but we need to capture all of them in one go, and I need your government's support in this. Are you willing to do so?"

[X] Basic Income (ベーシックインカム):
The Imperial government shall provide an monthly income to all citizens that are unemployed or earn less than the minimal income in the Home Islands. Every person listed on Japan's Basic Resident Register can receive the income. In practice, this means that anyone registered as a resident and with a visa of more than three months is eligible for the cash handout. This means adults and children alike
The application can be at a Municipal Office or by mail. In case of mail, an application form is sent to every household in the country. Any eligible participant is to fill out their bank account details, attach a copy of their ID, and send the form to the municipal office. The money is then transferred to the applicant's account. Upon receiving the form, the applicant has three months to return it filled in if they want to keep the right of receiving financial support. The benefit would be cut off for those citizens earn twice the Minimum Income.

[X] Review of the Zaibatsu: In order to prevent a repeat of the Yasuda Crisis, all publically traded companies will open all financial records to an annual review by a third party accounting firm. Those companies with fraudulent or incomplete records shall be given one years grace to correct the errors. Those firms that refuse to submit such records or fail to correct errors shall not be eligible for government contracts or funds, criminal prosecution and/or fines.

[X] Alternative Power: While the Sphere currently produces enough petroleum for its needs the rising industrialization of the sphere along with military and civilian demands will soon exceed supplies. Therefore, the government along with partners in the Sphere we shall conduct a survey for locations for wind, solar, geothermal, hydroelectric, nuclear and tidal power generation potential. We shall then begin construction of new power plants to meet the growing needs of the sphere along with researching more efficient power generation, distribution and storage methods.

[X] This government shall support His Majesty, however, the investigation must be done properly like any other investigation. Hard evidence like paper records must be gathered and surveillance warrants obtained from the court. We cannot rely simply on witnesses or rumors. These restrictions will reinforce our image to the people that we are interested in justice and not petty retribution.
 
I might be able to write a proper proposal tomorrow when I have a good sleep, but I think for this year's we definitely want to start the Shinkansen. It's 1956, we don't want our completion of it to be delayed till after OTL's competition.
 
Hum sorry but I believe it is way too early for a thing like basic income to be implemented.

Not with memories of the USSR still so fresh and Japan already in the middle of an economic crisis. Unfortunately we do not have the glut of money the oil producing countries of another era would rack up. Frankly I believe Japan at this point does nt even have things like unemployment benefits or stipents for the crippled or stipents for families with many children or many things that we consider tried and true today.

The ongoing crisis has highlighted the shocking lack of support ,alternatives and stigma for people that for one reason or another lost their jobs or other sources of income. Task the government with producing a comprehensive and unified national plan in regards to retirement,unemployment benefits and ways for the most unfortunate of Imperial subjects may have access to enough income to cover their basic needs. Funds may be secured from employer and employee contributions, the national budget and things like lottery ticket sales.

[x] A new war plane: The ambitious plans of both the Internationale and the American Union has cause great furor in the armed forces and indicate that the need for a new fighter plane integrating all available new tech is a must. Redirect all funding and expertise neccesary on the endeavor.

[x] Purge Time Is Best Time: The time of coups and Shoguns is long past. The Empire is governed in the name of the Emperor, by the Emperor's and the people's chosen. Something that in this relatively stable and prosperous era seem to have forgotten. It is time they be reminded of the fact. Organize a task force of the most proven and loyal among the Imperial household and armed forces and round up the traitors that dared raise their eyes to the Imperial Palace with malicious intent and place them in his Majesty's leasure.

Also, the existing in-game 'Commies'/Socialists/Internationale members are closer to their OTL Pre-Kronstadt Rebellion ideals than to Stalin's or Brezhnev's OTL USSR. We will be dealing with Libertarian Leftists, Radical Unionists and Anarchist Derivatives if the Totalists factions don't get their way. This means they will be more dangerous in the geopolitical arena than anything from the OTL Left ever was to Capitalism. From a Dialectic Materialism Historical Analysis standpoint (and if the Internationale doesn't make a strategic or political blunder of epic proportions): The CPS will lose in the end. Probably slower than the (Capitalist) Alliance of Free States in Reds!verse but still lose.

5 March: Ramon Magsaysay also announced a land reform program in the same vein as Japan's. 1 July: Insulindian elections, Soekarno was once again reelected as President for his 4th term, making his rule so far being the longest in Insulindian history. A total of 15 years, soon to be 20 assuming he didn't step down or get overthrown. He also has announced that the country must 'turn it's page on history', and will not be running for reelection. His PNI party predictably won the majority of seats in the Insulindian parliament yet again.

13 July: Ruth Ellis becomes the last woman hanged in London. She was convicted of murdering her husband.

17 July: After extensive testing, the first ever Nuclear Power Plant begins operations in full, selling power for the first time from a Nuclear power source to the suburbs of Japan.

22 July: VAZ begins selling cars en masse to the Russian market, essentially rebadged Toyotas with some light modifications. It quickly gained traction on the small but growing Russian Middle Class.

27 July: After many years of trying. Daniel Guérin manages to get some incredibly limited reforms passed to ensure better rights for LGBT people. The resistance from the CGT and other members of French Society was significant, but it ultimately passed. Being gay is now formally decriminalized, but rights such as adopting children, marriage, and military service is strictly prohibited.

3 August: The damage from the Yasuda crisis is finally being hampered by Japanese fiscal policy, a rapid investigation and frequent news updates from the government to the media has restored some measure of public trust.

11 December: Australian Federal Elections. Ben Chifley was defeated by Robert Menzies of the Liberal Party. The significant anti immigration sentiment and the lame duck session was attributed for Ben Chifley's defeat.

20 December: Cardiff is declared by the British Government to be the Capital of Wales.

22 December: An Australian Cytogeneticist correctly discovers the number of Human Chromosomes, 46.

31 December: Toyota becomes the first company ever to make a profit of 1 Billion Dollars a year. Not counting the combined profits of the various Zaibatsus of course.

Making Segregation what? Official policy or illegal?

Last year had the Supreme Court judge it legal.

I am guessing Huey Long made it official policy if that is the case hence clarification needed.
Reading it over again, I think it's been made codified and official by Congress as it mentions Rosa Parks and the bus seat.
