I figure that China and India, along with the border states would provide the bulk of the land forces. Therefore we should encourage the development of local industry to supply those forces along with infrastructure upgrades to make sure there are no bottlenecks. Since we have a long naval tradition and have to import our raw materials the navy and air force should be out priority. India, China, and other states can build, supply and provide naval forces and Marines/SNLF but Japan's natural domain is the sea. Compared to other members our land forces will be smaller but more highly trained and equipped.
I figure Japan would be the first to develop new weapons and technologies to be exported and built by our members. Since we have large amounts of territory both air power and later on satellites would be useful. We can trade space for time and make an enemy invasion force bleed for every kilometer. The Army will need to make a transition to a more Rapid Response force in order to combat banditry.
