I'm still going through the OP but I did skim down some.

I think I'll go with Atlanta-Georgia's plan to keep things moving and to be safe about all this.
 
1949, Turn 1 Results
Selling Murmansk to Finland.

The sale of the territory went off without a hitch, with a combined price tag of roughly 50 million dollars in total. The Finnish government, due to recent world events, could not pay the whole price of the territory in full, so a financing deal is offered, the country would be paying the purchase in installments for roughly 40 years, with no added interest. The usage of the naval station in Murmansk was also approved by the Finnish government without any significant problems.

Construction in the South Pacific (you rolled a 6)

Construction of the South Pacific territories began almost immediately, with the military demobilized, the Imperial Government now has more cash to spend around, a bill incentivizing companies (in particular, state owned companies) to build roads, bridges, and other forms of infrastructure in the South Pacific was passed without much opposition, but it seems that the incredibly rough terrain of Papua New Guinea in particular would be a challenge, delaying completion of major projects up to 1956.

Local reaction to the project is unknown, since it is the very early years. You must wait for a couple of years before reaction from the locals could be measured.

Tokaido Main Line Electrification

It seems that the institutional knowledge and physical infrastructure Japan retained due to the island's relative safety (unlike OTL) is paying off dividends. The electrification is going incredibly well, with new train cars being built and miles upon miles of electrical wire being laid on top of existing train tracks. It seems that the project will be completed much earlier and under budget to boot, with projected complete electrification being done by 1952.

Monetary Grants to our allies (you rolled a 20)

Japanese companies are seemingly very eager to invest in other Asian countries within the co-prosperity sphere, already major Zaibatsus such as Sumitomo, Mitsubishi, Komatsu and Kawasaki are setting up branch offices in China, Korea, Insulindia, Hyderabad, and Russia, with even more smaller companies expanding their operations towards Japan's immediate neighbors. Factories are being built, locals are being employed, and Private-Private partnerships are being created, transferring institutional knowledge from Japan towards the rest of Asia. Even with the stipulations presented, Japanese companies seem to not mind the prereqs, in fact, they seem even more eager because of those prereqs.

In terms of defense industries, several Japanese Defense Companies such as Aichi, Nakajima, and Howa Machine Works are already planning to build a factory in Korea, Russia and China. In particular, they are cooperating with the Hyundai and Doosan Group in Korea, the Shenyang and Chengdu defense complexes in China, and rebuilding the Uralvagonzavod plant and various Airplane factories destroyed in Russia. We might see Sukhoi and Mikoyan Gurevich resume their normal operations in the near future. Albeit under new management.

Foreign Aid (you rolled a 2)

Unfortunately, all that money spent on Domestic and Immediate Allies meant that the Foreign Ministry was relatively cash-strapped when they want to attempt unaligned African countries to join the Co-Prosperity Sphere, countries such as Tanganyika and Buganda are, at best, offering empty platitudes and at worst, rejecting any attempt from us to convince them to join to CPS. Some in the foreign ministry are even speculating that our money would be better served improving our existing African allies rather than expanding the CPS further into Africa.

Demobilization

Demobilization goes off without a hitch, the army is slowly being reduced to a Million active service members, and the Navy and Air Force getting used to having less men to work with in Peacetime, of course all branches are grumbling, with the Air Force grumbling the least due to the seemingly smaller cuts they receive compared to the Army and Air Force. One small silver lining though, due to the surplus equipment from the various divisions disbanded, the Air Force and Army is now capable of stocking up their existing Squadrons and Divisions with the best equipment available, with more in stock to replace any potential damages in the current stock of military equipment.

We are already seeing the effects in the Air Force, with J7W2 Shinden jet fighters and R2Y2 Keiun Kai Tactical Bombers fully replacing the existing fleet of Nakajima Kikkas and leftover Propeller Tactical Bombers. It seems that, with a smaller force, both the IJAF and IJA are capable of modernizing much faster than usual.

Mantetsu Blues

Negotiations went off without a hitch as well, with the Zhang Zuolin Government very eager to gain a much more significant share of the South Manchuria Railway Company and their related operations. The Government of the ROC are already reinvesting their profits into infrastructure projects in Northern China, building new schools, hospitals, and fully electrifying all of Northern China, by 1951, it is expected that all of Northern China, from the most isolated village in the Manchurian steppe to the Urban Centres of Shenyang and Harbin, are expected to be fully electrified, with standards of living closer and closer approaching that of Japanese cities than their Coastal Chinese counterparts.

A His Majesty's Broadcasting Company.

The creation of the NHK goes as well as planned, the integration of the Tokyo broadcasting station with the Nagoya and Osaka broadcasting station are going about as well as expected. With the integration, and the creation of such a large TV station, the company's upper management are starting to think of doing more creative TV shows, already plans are being rolled out to make a Comedy show and perhaps, even more documentaries and dramas, so called 'NHK Exclusives' in the near future.

Monarch Point Opportunity.

Emperor Hirohito has summoned the Prime Minister, Tetsu Katayama, for an audience, the PM, stunned at such an odd request, and especially so considering the date and time, had barely enough time to prepare whatever he could for the meeting, the letter only mentioned that he dressed formally and bring only his best manners. And, as he finally arrived within the halls of the Imperial Palace, none other than the Emperor himself greeted him.

As both of them walked, the Emperor decided to use the vast acres of the Imperial Palace as their place to discuss matters, he talks about many things, sharing his concerns about the Japanese People, his concerns with syndicalism, and his hopes for a genuinely strong and independent Asia. But, just as the Katayama was about to sign off, the Emperor then mentioned something rather important, something that, in all honesty, came out of left field.

"As you may well know, in my entire life, I have always been taught to become a 'proper' Emperor, while in the olden days it might be suitable for my ancestors to remain in their palaces and do their courtly duties, perhaps not even seeing the sight of what they would call a 'commoner', I intend to be different, Mister Katayama, I do sorely wish to tour the entire nation, yes, the entire nation, from Karafuto to Taiwan, from Dairen towards our Pacific Holdings, all of it."

"I want to see what my 'subjects' are doing, what are their aspirations, what are their needs and desires, and what are their fears. I do not want to die in this world knowing that the only people I know are palace courtesans and Prime Ministers, I want to explore this world as best I can. Would you help me with this endeavor?"

Since this is an alternate universe, and with the lack of a frame of reference, I have created this little 'suggestion box' so that you can perhaps focus in on what should be done. There will always be more problems than solutions, but at least you are improving the country.

Steel, steel has always been in short supply, Japan is a developed country, and yet it lags behind contemporary peers such as the AUS, Britain and France when it comes to steel production, embarrassingly enough, roughly 35-40% of Japanese steel imports come from either America or Third Internationale countries, putting us in a severe dependency. Perhaps drastic change might be in order.

Universal Healthcare.
Tetsu Katayama has outlined his aspirations of creating a Universal Healthcare system for all Japanese citizens, while this may be a costly endeavor, perhaps the long term benefits of such a project might be worth it.

Shinkansen.
Shinji Sogo, formerly director of the South Manchurian Railway Company, has presented a revolutionary plan towards the Imperial Diet, a train that can go up towards 210-220 Km/h, perhaps a closer look will reveal his logic behind such an insane proposal.

Native Rights
There are the Ainu in the north and the Native Taiwanese in the south, Japan might be a Homogenous country but it isn't a fully homogeneous one, and both Native Taiwanese and Ainu have voiced their concerns about being discriminated against in workplace hiring, property purchases, and a myriad of other activities a typical Japanese would consider normal.

Fire Safety
Due to a lack of allied fire bombing, a significant portion of Japanese cities still have buildings made out of wood, a legacy from an earlier period, these buildings are essentially tinderboxes waiting to be light up, even a modern fire department cannot handle multiple districts going up in flames just because of an electrical shortage, and there's the obvious concern of lives as well, perhaps demolishing and creating buildings out of concrete, with modern safety measures might be necessary.

Foreign.
A United Nations?
Currently, the only method of communication between Japan and her allies with the Third International countries have always been some form of correspondence between various ambassadors, an exhausting, time consuming, and informal process prone to translation errors and wait time. Recently though, representatives from France, Iberia and Italy has come forward with a daring plan, a sort of organisation where members of every single nation on earth would send their representatives to discuss matters which concern all sides, with the added benefit of having an easier correspondence between representatives of various countries in such a closed space. Perhaps we could pitch in?

Trade Agreements, trade agreements for days
Investment within the CPS members is good and all, but trade, trade is the all important lifeblood of any good relationship, the current setup of customs and tariffs and even the occasional bribe is already complicated, perhaps some sort of agreement on reducing tariff and trade barriers between our immediate neighbors could be achieved? A sort of General Agreement on Tariffs and Trade?

Of course, you can always propose something outside the suggested ideas.

Maybe we should do Universal Healthcare? I wouldn't know the best way to implement it though because I live in the land of privatized healthcare (America).

Perhaps take inspiration from the IRL Japanese Healthcare system? Don't do all that initially, maybe do some truncated version of it's current version, and maybe improve it from there.

Ok so next year I think we should do healthcare and the United Nations. But I don't think we should establish a security council or if we do then not have any permanent members. Just never seemed fair to me that five nations basically get to run the UN and are not accountable to the other nations.
 
It wasn't designed to be fair and the Big Five made that clear during the creation of the UN. If we do health care next year, we should start small and expand it over time to make sure we have budget flexibility.

Dunno, I very much like most of the low and mid level functions of IRL UN, like UNESCO or the refugee and uplifting programs or UNICHEF.

The security council on the other hand seems pointless or rather the major issues in which it reached an agreement in the past, like decolonization of Africa, condemnation of apparheid, embargoes etc can be accomplished via multilateral agreements.

It will certainly serve no major role here especially if we throw veto powers in the bargain.

So a global organization and forum for everyone to meet and take up global major issues like hunger, disaster relief, climate change and mediate if possible border and other disputes but we leave military and enforcement aspects well enough alone.
