The Imperial System has served the Empire well so far but in the end it nothing but aping the failed experiments of the West. There is also the unpleasant truth of vile syndic propaganda that contains enough cernels of truth to attract the misguided and lost, not to mention the dead but not buried remnants of Communism. History demands the Empire learns of the mistakes of the past and seek guide the forces of history. Preperations must begin for a Constitutional Convention, one that will peel the archaic elements off the highest law of the land, adress the deficiencies of the system, assuage the people that there will be no back slide to feudalism with the perhaps overpowerful Zaibatsu OR the resurgent Armed Forces in the role of Feudal overlord. New articles are needed, articles that will secure citizens the right for redress of grieviences, the right to protest, assembly, petition, organize, an attorney and everything else that a self respecting and powerful nation must have as standard,

From Morocco to Russia, millions upon millions of refugees from Europe has descended upon these countries, they are former Nobles, Aristocrats, Industrialists, and people of high and middle incomes in general. All were left without much opportunity, and now, they are living in cities such as Casablanca, Volgograd, Alexandria, and Astrakhan, cities near to the border or just across the sea from Syndicalist Europe. The civil service of these countries are ill-equipped to handle them, and leaders from these countries are asking our assistance on the matter.

What must we do?

-Having large numbers of Europeans flooding in their very recently liberated former colonies sounds like a recipe for disaster. While the Empire is not running a charity, it does have much need of skilled labor in its overseas possesions and perhaps opportunities offered by having large numbers of disposessed and angry former syndic refugees in hand.
-Offer grants and other incentives to the *independent* authorities of Crete to allow for the resettlement of a number of European refugees on the island. Order the commanders of the local Japanese Army garrison to prepare with all haste new barracks for up to 100.000 people, extend an offer to Egypt and Morroco to take up to 100.000 refugees off their hands.

Constitutional Convention of 1951
Alright, so since you chose a Constitutional Convention, here it is.

This Convention will act as a Crisis, you will be granted as much time as possible to finish the convention,


JAPAN'S CONSTITUTIONAL CONVENTION OF 1951

The order from the Emperor came in easily enough, he decreed a proclamation stating a Constitutional Convention for the year 1951, it took some convincing from the Prime Minister, but Hirohito has never once denied the government a chance to review its own constitution, and so, with that in mind. In the warm, summer days of 1951, the government issued a special session to ratify various amendments presented.

May fortune favours the best amendments.

Infinite Write Ins, you can write as many amendments as you want towards the Imperial Japanese Constitution. Do note that there was a previous convention that has already settled several things.

1) Both the Emperor and the People of Japan are the foundations of the Empire
2) Military is under Civilian Government Control, not under the Emperor
3) An entire chapter, chapter 8, was created, all the things under that chapter enshrines various citizen rights, such as right to protest, right of an attorney, right of free speech (within certain limits), right to assembly, right to petition, right to not consent to a search of one's property unless a warrant is issued, and right to vote. This chapter applies to all citizens of the Empire, colonies included.

In order to convince other members of both the House of Representatives and the House of Peers, you must select which group you want to convince, and pray that the rolls are adequate, the smaller the composition of the party within both chambers, the higher the chance you would have for a lower minimum to convince them, so you can try to convince two smaller parties in order to get the 2/3rds majority you needed, and the roll requirements would be very low, but you need to roll two times. The more divergent the parties' ideology from yours (your ideology is Social Democrat), the higher the minimums will be.

For the house of peers, you can spend monarch points (up to a maximum of 3 for each) in order to get the Members of either the Royal Family or the Imperial Academy up to your side, otherwise, you have to pray that the rolls are favourable. Royal Family and Imperial Academy members are not influenced by the ideology modifier.

NOTE: Convincing other parties to favour your amendment could have potential consequences in the next election, often unpredictable ones.

Women's rights is fairly easy. There is a reasonably easy chance of convincing others to enact it.

Other stuff might be a little harder, like ensuring economic rights for the individual. You need to roll a bit higher.

Other stuff, depends on what you're brave enough to do. Wholesale revamp of the entire constitution will need 20's on everything.

I started putting it together before you mentioned the High Twenties to get full revamps passed. But after two plus hours of research and writing I am done for now so anyone can edit my plan as they like and use it as a base if not then at least I got to learn about the Dutch constitution.
 
Uh yea those governmental and diet amendments would probably have the House Of Peers screaming to high heaven.

Also, what are our relations with the non-Syndicalist world, especially the American Union?

Outside our allies, the American Union State is just busy rebuilding America, they don't want nothing to do with us safe for the most limited of trade.

They do hate us for nationalizing the American Car Industry though, but other than that, busy minding their own business.

While the Minseito is amenable, and the Kakushinto especially amenable to the proposals. The Rikken Seiyukai and Showakai are especially indignant with the proposals, calling them a variety of names, all of them not really good.

There are splits within every single party, while through Tetsu Katayama's sheer force of will, the Shakai Taishuto are roughly 80-20% willing to support such a proposals, with some breakouts within the members representing ural areas. Every other party are 50-50 on the whole issue, with both the Showakai and Seiyukai almost universally detesting the proposals made. There are significant splits on integrating territories with people that are deemed 'non-Japanese', especially on such large territories like Papua New Guinea and Fiji.

SCANDAL! There are significant pushback from most other parties regarding some of the provisions laid out here. While the House of Reps are kinda okay with some of the Provisions, like the ones with proportional representation (mostly on the assumption that they will gain more seats in unlikely areas), a lot of members within the House of Peers are indignant on the whole 100 seats, with both houses protesting such a provisions, the House of Reps detesting that it will lead the House of Peers with much more seats than theirs, and the House of Peers detesting such a need to 'include women further in the political process'

Ministers are also protesting the provisions forcing them to become parliamentarians, some detesting that they need to become 'muddled in political affairs and not having the time to run the country', and some protesting the potential of doing even more work when they're already so busy.

Compared to the brouhaha regarding the Diet, when members of the Parliament are looking at the provisions laid out in the Judiciary, they simply brushed it off, it seems that almost universal support will be received for the provisions outlined.
