Our protests and letters from the embassy were formally rebuked, even with clear evidence being shown at the UN meeting, the French and British representatives just openly stated that 'Norway is an ally of the Syndietern, and basing our missiles in the Svalbard is at the behest of the Norwegian government's requests.'

The Air Force commander is suggesting we run 'mock bombing runs' with our fighters, essentially making a big airshow on Svalbard and basing our fighters temporarily in Murmansk, our Navy rep is also suggesting using our Submarines and forming an 'underwater quarantine' in order to prevent further construction of the site.

Intelligence are also suggesting French nuclear forces in Plateau d'Albion and Plateau d'Aubrac are being placed at a higher readiness level, not enough to be worried about it, but enough to be of note. Some of our military commanders are suggesting we increase the readiness of our ICBMs in Hokkaido and Sakhalin in response to this too.

The Quarantine didn't work... Initially.

Your submarines left port in Japan and went into the Bering Strait (on the Russian side) before plowing through the arctic ocean and then reached Svalbard in time for the latest shipments, our Submarines made our presence known and there were a ton of rammings and damaged ships returning to port on both sides. Thankfully the Navy has requisitioned the local dock in Murmansk and sent crews there for repair jobs.

But, the shipments keep coming, and so we escalate with a combination of our submarines and planes flying from Murmansk. And slowly, we noticed the sailors of the ships were not willing to go through the risk of being shot at by our sailors and airmen, and seemingly voluntarily backed off.

It was a couple of tense weeks, but the Westerners eventually conceded, we received a request from the French and British, stating that they will withdraw all their missiles from Svalbard in exchange for us pulling our IRBM's from the Caspian. They would also desire to establish a much more secure 'red telephone' network with us in case crises like this arises once more.

"Citizens of Japan, citizens of the Co-Prosperity Sphere and of the world, Good Evening. I have reserved a few minutes this evening to discuss the recent crisis which has occupied most of the world for the past few months and our path forward. As I realize that for many of you time is precious I shall keep my comments brief. For the past three months two of the major powers of the world stood on the edge of disaster. One mistake, one lapse of judgement or moment of anger and billions of lives, not to mention thousands of years of civilization, countless plant and animal species would have been lost in a matter of days. Thankfully, calmer heads prevailed and both sides have agree to remove some of these weapons from forward staging areas. We were lucky today, but we cannot rely on luck alone if we are to progress as a species.

"In the last seventy years we have seen tremendous gains in the lives of billions of people, the creation of vast business empires and cities, the flowering of the arts, sciences, and medicine. Items and lifestyles that were only the preview of the very wealthy two to three generations ago are now available to be purchased by the average worker or farmer. Diseases that struck down women, children and the elderly have been largely banished from most countries and continents. We have also seen the creation of more and more deadly weapons of war with more and more powers of destruction. We have seen the waste, the crippling of men, women, children and nations, the rise of hatred and politics of vengeance. Now we posses weapons that can obliterate cities with just one missile or bomb, the creation of diseases and blights that can rival any disaster in the past. Unlike armies or fleets of the past, once these weapons are launched there is no recall or turning back. Now both the attacker and defender, along with any innocent in the path will feel its effects. I believe in the powers of science and technology, but I also believe that unrestricted use or development is like a gas burner left on a kitchen. Eventually it will cause a fire to spread. So we must keep a close eye on such weapons and developments.

Our government shall work with the American Union State and European Syndicalists to establish secure communications between our governments in order prevent any future accidents and to prevent any future misunderstandings. We also wish to meet with representatives of the other world powers to discuss the reduction in the number of weapons of mass destruction and prevent their spread. While I and my administration shall defend our country and our ideas from both domestic and foreign threats, I shall still look for a peaceful solution at every opportunity. Earlier in this decade humanity has taken its first steps on the Moon. It is my hope that the nations of the world can compete, not on a battlefield, but in the worlds of commerce, of science, the arts and athletics. Also, the leaders of the world should remember that you the people are the greatest force for peace and for change. If you can hear my voice and seen me, and you believe in peace, then let your leaders know, do not remain silent!

The end of the Norwegian Missile Crisis
All's well that ends well.

The missiles have been pulled out of Svalbard by the end of August, and your intelligence sources have pretty much confirmed that nothing this severe is being planned. As promised, you have also withdrawn your IRBMs from your Caspian Sea bases and have proceeded to return your submarines and airplanes back to Japan. This is as ideal of a closure to the crisis as you can expect. Now, obviously, the fallout of this crisis is still being discussed, but your top generals, advisors, and other political experts have assured you that the worst has passed, and they are now currently dealing with the public reaction and the rest of the government agencies' reactions to this. You know the Diet will be inquiring about this crisis in a closed session with you and your generals, but outside of that. At least the world didn't end.

And you can thank your lucky stars for that.

Now, if you recall, there are some laws from the Diet that you wanted to sign correct?
 
Did the war end in 1945?

I am thinking of a 1975 Grand Expo to recognize the 30th Anniversary of the War's end and the progress of the Sphere in all areas.

[X] The Sphere Expo: To encourage travel, trade and cultural links between our members, a Osaka shall host a six month Festival with each member state being allocated a space to set up an exhibition. Members could setup displays of cultural themes and progress along with technological developments and products. A stage would be set up for various entertainment programs such as dance groups, musicians, theatre and so on. Various foods and snacks would also be on sale.

Crises that needed addressing

Exercise RETOUR.

A shorthand for REturn TO the URals. While we have been conducting military exercises with other CPS members in the past, this sort of exercise has never been managed before, and, if completed successfully, would give us the flexibility to move our troops more efficiently as a result.

In short, this is a planned exercise with China, Korea, East Russia, and the Central Asian Federation, where we would pull back our troops stationed in East Russia all the way to Japan, forward place some military equipment in our bases in East Russia, and then fly in our troops from Japan to East Russia within 24-48 hours at least. This type of exercise has 2 advantages, it would reduce our troop presence in the Russian border, potentially defusing tensions, and also gives us the flexibility to move more of our troops anywhere we want, so that in the event of a crisis happening somewhere else, we would have the reserve manpower necessary to ensure our words are not without backing.

We only need the PM's approval to begin planning and executing this exercise.

The Nuclear Conference
The SWELS conference (Shorthand for Strategic WEapons Limitations Standards) in San Francisco has yielded some results. The Americans have agreed to host the conference and also send a representative to negotiate their position, and after months of negotiations and discussions, we have been granted a purview of what the talks have resulted, and in short? It is quite an interesting resolution.

Firstly, all parties would freeze the number of warheads in place. So we would maintain a nuclear warhead count of 500 missiles, with the Americans, British and French doing the same, we could 'reshuffle' the warheads from our ICBM's to say, SLBM's if we want to as an example, but only shuffle it, that means if we produce an SLBM warhead, we have to destroy and ICBM warhead as a result (or jury rig it to fit an SLBM as an alternative).

Secondly, the development of MIRV's would be completely halted, while we have been developing the technology for a while now, MIRV's present a very pressing issue to the Westerners, as they are afraid a single missile containing multiple warheads, if launched incorrectly, could result in massive devastation in case communications break down, better a single nuclear missile with a single warhead launched mistakenly than multiple warheads.

And thirdly, is, of course, the establishment of a much more comprehensive communications line Between Washington, Paris, London, and Tokyo. This is pretty straightforward and should not be an issue of contention.

Shall we sign it? The Diet has signaled its support for such a plan.

Diversify our energy sources
The Svalbard crisis is also forcing us to look at where we get our energy from, more specifically in regards to oil. The crisis has revealed a significant weakness in our energy sources, since we get our oil mostly from East Russia and Central Asia, with coal from Northern China. There are already issues with coal in regards to their emissions and it's impact to one's health, and there's a lot of pressure to shut down all coal power plants in the country, but our oil supply has a significant risk of being cut off in case a potential conflict arises. While we do have our strategic petroleum reserve for situations like this, relying on our reserves for a conflict that can last for years is not a winning strategy.

And that is where Nuclear Energy and Renewables comes in.

There is an increasingly louder voice in Parliament calling for more research into other energy sources like Wind and Solar, while also investing in building nuclear powerplants throughout the country. This will require a ton of resources to convince the local populace to bear with, but, in addition to the various safety precautions that will be legislated for the creation of each nuclear powerplant, there is also the energy security issue that we can convince the populace on. By 1985, 11 years from now, we should be getting most of our energy needs from Nuclear, ensuring that the power turns on in case of a disruptive event from the other side of the world, but also allowing us more diplomatic flexibility since we are not so reliant on our neighbors for our energy needs.

Creation of a Sovereign Wealth Fund and a Rainy Day Fund
This is an interesting proposal, while the Japanese government has been running on an account surplus for years, there are calls among our population that we should devote more resources into improving infrastructure, their welfare system, and various other government services they need. Calls that will demand us go into the deficit from time to time. While we have been looking for ways to ensure our finances are still in order, it's only now that we have the ability to do that.

The Japan National Fund will be created, and that will serve as a fund where the state will then invest in known safe investments for the forseeable future, investments that will bring good returns and dividends, and also as a way of giving our citizens a small paycheck every year should everything goes well, while our Rainy Day Fund, called the Strategic Savings Account, will make sure that we have enough savings for a year's worth of governmental services should we enter a period of unprecedented instability in the world, while this is admittedly a new idea, it is an idea that is pretty popular in Parliament.

It is without saying that anyone who was caught mishandling both funds for their own personal ends would be getting lengthy jail sentences and fines.

Creating the Sovereign Wealth Fund and Rainy Day Fund will give you 2 extra action points next year, and an extra action point for each decade after the 1970s.

Mandate a 40 Hour Workweek
The current average workweek for the Japanese worker is 52 hours, with a median of 48 hours. This has been reduced significantly from the nearly 60-hour workweek in the 40s and the 50s, but various medical professionals are acknowledging that the current Japanese workweek is unacceptably high. There is a proposal right now to reduce the current workweek even further to just 40 hours, effectively forcing some companies to hire more workers or to change to shift work if necessary. It would also include a provision of voluntary overtime of a maximum of 4 hours per week.

It is something that is being debated in the workplace and among the intellectuals, housewives, and upper executives of the Zaibatsus. Still, passing such a law would be highly consequential for our workforce. There will also be provisions of wage protections inside the bill, essentially mandating these companies to pay the workers the same rate as they are before the law took effect.

Boost Renewables R&D
Currently, there is not a lot of research and funding into renewable energy, like wind and solar, and especially in regards as to how to make them cheaper. This law will change this status quo, and significantly pour money into making sure we would have the industrial capacity to mass produce solar panels and wind turbines, and not only make them cheaply, but also make them compete with Coal and Oil as viable and economical energy sources too.

This type of thing is expected to yield dividends in the 90s, and potentially be an export asset for us as Environmental concerns will rise up among the global community.

Farming Support Law
While the government supports the farming industry in general, and the rice industry is self-sufficient (for now), there is a growing concern among the Japanese agricultural industry that this will not last long, and further support for the Farming industry will need to be made in order to ensure our food self-sufficiency. This Farming Support Law will ensure that our rice farmers would be compensated for any potential losses should a bad harvest occurs, but also gives them subsidies to supplant their income and also to make sure they can buy seeds easier. The law will also create better economic conditions in our Southern territories to build more rice farms and other staple crops. Funds for farming R&D to create more resilient strains of rice and other staple crops like Potatoes and Wheat will also be introduced, making sure that our yields are more nutritious and more filling for the average Japanese.

Of course, Smallholder farms and Farming co-ops get priority over industrial farms, but that needs no introduction.

The Pacific Free Trade Zone
With the formation of the European Socialist Union. Japanese economists are now advocating that Japan could not feasibly compete against a united Europe alone, with some political thinkers and strategists arguing that unification with some nations might be necessary in the future. Still, most intellectuals want to take some baby steps before jumping into such an ambitious program, and they are advocating for a Free Trade Zone between us, the Philippines, and Hawaii. Where tariffs would be reduced to 0, and with some provisions for the free movement of peoples among the three countries.

It is certainly an ambitious proposal, should we go for it?

Naval Strategic Patrol aircraft program.
The navy currently operates 2 maritime patrol aircraft from our bases in Japan and our outlying islands. The highly modified P1Y5 Ginga, and the US-1A MPA. While the US-1A will continue service for decades to come, the 2nd Weltkrieg P1Y5 is starting to show it's age, and the navy is thinking of replacing the aircraft with something much faster and more capable.

The Nakajima proposed aircraft is looking most promising, it is capable of supersonic flight, has a massive internal and external fuel capacity, allowing it to have the range needed to fly over pacific ocean distances, and is capable of carrying a litany of Anti Ship missiles and Torpedos necessary to sink anything on or under the ocean, while also having the sensors sensitive enough to detect them way before the enemy ship or submarine can detect the aircraft.

The airforce is also interested in procuring the plane and modifying it to become a dedicated electronic warfare aircraft to supplement the F-1 Nightstalker airplane in their possession. Having a larger airframe will give the airforce more room to tinker and modify the aircraft, allowing it to be a much more capable aircraft than the highly modified but quickly maturing F-1 Nightstalker. We only need a slight increase in procurement funds to ensure that Japan's seas and skies are even more safe and more secure than it already was.

GIDC Project: Pearl River Delta economic region
This is a unique project to say the least, considering that it is limited to only a certain region of China, but nonetheless it would be a great project in terms of lifting a significant amount of people from poverty. In short, this is a project mainly spearheaded by the Chinese government, aiming to create an economic region in Southern China, think Hong Kong, Macau and Guangzhou, by amending the tax laws in that region to be much more lax, and the permitting process much more faster. Already they are aiming for the village of Shenzhen to be a sort of manufacturing hub for the world's companies, and they are asking the GIDC for investments in Railways, Airports, and Highways that will criss-cross the region, bringing even more interconnectivity and increasing economic output in the region.

The dividends should this project succeed is massive, and we will have a grateful China as a bonus as well.

GIDC Project: The Caucasus Chains
With the signing of the Mutual Defense Treaty, our caucasus members are proposing a series of road and rail networks that can criss-cross the caucasus mountains, perhaps bringing travel times down to a matter of hours in some areas. This project does have a military angle to it, allowing the rapid deployment of Middle Eastern CPS members into Russia, and Vice Versa should the big war happen. But it also serves a purpose of further linking the Caucasus countries of Armenia, Azerbaijan and Georgia into the wider CPS economic network, boosting their economies as a result.

Shall we do it?

The Fukuoka-Busan connector
This is not a GIDC Project, but it could very well would be in terms of scale and scope. A bridge spanning from Fukuoka into the sea, before dropping down into the ocean, ending up in a tunnel reaching Busan, a physical connector between Japan and Korea. And for that matter, Japan and Greater asia. The engineering for this project would be something else, but it is within the realm of possibility.

It would also connect the islands of Tsushima and Iki, which would bring increased economic development into both isles, with also the possibility of making a Rapid Train line from Fukuoka into Busan. A promising project, but who will fund it?

Reevaluate the Iron Triangle
A political concept popularized by the German Elite during the era of the Kaiserreich. It generally states that Big Business Conglomerates, the Bureaucracy, and the Government all have an overriding interest in reinforcing their power structures at the expense of everyone not inside of it. The practice of this concept was refined to a T during the glory days of the Kaiserreich, but was shattered when French tanks broke through the Siegfried line and outflanked the Germans in Alsace-Lorraine.

And we don't wanna end up like the Germans now do we?

This will be a gigantic effort, and will take years, if not decades, you're not even sure if you wanna go forward with this. But should you want it, passing a series of labour reforms, strengthening workers rights, create antitrust legislation (will be a first in Japan), and make Japan more Democratic is a surefire way to prevent the self reinforcing power structures in the Triangle from going too far.

Nuclear technology must be used for peaceful, civilian purposes only and a monitoring committee should be established to inspect any civilian facility outside the three powers.

Section 5: All nuclear weapon testing whether underground, airborne, sea or land based shall be banned.

Section 6: No nuclear weapons shall be placed in Earth Orbit or on any celestial body.

-[X] Yes. We will begin a process of shutting down coal mines that have become economically unsustainable and coal power plants that have reached their end of service. Workers at these mines and plants if they are under the age of 45 shall be offered funds to relocate or attend technical schools/colleges for retraining. Those over the age of 45 or with health issues shall be allowed to enter early retirement or given health assistance if needed. Oil shall continue to be needed for chemicals, plastics and other items but should be phased out of power generation. We shall also work with power and mining companies, along with local governments to sponsor environmental cleanup and development of alternative industries in coal mining and producing areas. The Imperial Government shall also offer prize money to companies, organizations and individuals that improve renewable power technologies. We should develop a modular nuclear power reactor system to ease the manufacturing of reactors, parts and simplify training.

Creation of a Sovereign Wealth Fund and a Rainy Day Fund
This is an interesting proposal, while the Japanese government has been running on an account surplus for years, there are calls among our population that we should devote more resources into improving infrastructure, their welfare system, and various other government services they need. Calls that will demand us go into the deficit from time to time. While we have been looking for ways to ensure our finances are still in order, it's only now that we have the ability to do that.

The Japan National Fund will be created, and that will serve as a fund where the state will then invest in known safe investments for the forseeable future, investments that will bring good returns and dividends, and also as a way of giving our citizens a small paycheck every year should everything goes well, while our Rainy Day Fund, called the Strategic Savings Account, will make sure that we have enough savings for a year's worth of governmental services should we enter a period of unprecedented instability in the world, while this is admittedly a new idea, it is an idea that is pretty popular in Parliament.

It is without saying that anyone who was caught mishandling both funds for their own personal ends would be getting lengthy jail sentences and fines.

Creating the Sovereign Wealth Fund and Rainy Day Fund will give you 2 extra action points next year, and an extra action point for each decade after the 1970s.

-[X] We shall use 3 Monarch Points to support the Strategic Savings Account and Japan National Fund through advertisements and information to the citizenry about what the plans are and their use. We will also push for total transparency on officers, investments, and spending in the funds.
