Luffy is Post-Timeskip (Whole Cake Island Arc) and Hulk is Pre-Professor Hulk. Even Pre-timeskip Luffy has a chance to defeat Hulk imo because he is immune to blunt force attacks that are not Haki enforced and Hulk fights with his fists so yeah.
