Lets make a waterworld fantasy setting.

A myth about a sunken Goddess who made friends with the Sea.

A sunken Goddess lives in the depths of the ocean. She was told to never leave the deepest depths of the ocean and became accustomed to crushing pressures, freezing temperatures and being attacked by sea monsters. Peoples say she started as a normal girl who lived in poverty and wished every night for the ocean to save her. When she was thirteen she lived a troubled life yet always returned to the sea every time she could to pray and swim. One day she was given Goddesshood by the sea as a gift for her devotion.

She was so happy to finally be free that she formed a new island and guided peoples to live there. She did not rule. She only helped the rainfall on crops, helped guide ships back home or blessed families with fertility.

However after seeing the happinesses and sorrows of so much peoples she grew depressed. Her adopted mother, the Ocean, grew sorrowful as well seeing her daughter suffer. She tried to counsel her out of her depression, yet her daughter denied it existed, claiming that instead she only felt happiness at her new life. Not even the little girl knew what was wrong with her?

So the ocean asked her to take a little 'time out' while she grew up a little. A harsh fate, yet the girl accepted it, because she trusted the Sea would guide her down the right path to becoming a better girl.

Her form is same as when she was alive: A little girl who may be a lil small for her age, long hair that she styles (usually into long twin tails), wearing a dress. She wears open-toed sandals. Around her neck is a choker and a necklace of a teardrop. Her ears are pierced with teardrop shaped earrings.

She has no powers now however she still lives down in the depths of the Sea hoping to someday learn her lesson. The island where the little girl used to live has mostly moved on without her, tho a brave young woman has recently begun searching for some signs that their Goddess still exists?
 
Of course the Slaves don't want to be ruled over.
Stockholm syndrome is a thing though, and it's important to remember that abolition only gained traction in western civilization when industrialization started to drive costs down and you can see the correlation between more industrialized counties like the UK ending slavery earlier then less industrialized counties like Mauritania that still has them!

And if their isn't any abolitionist movement how does society at large view slaves? How do slaves view slaves? It very well may be just another part of life for all participants involved. Sure if your master dies on the road side you might gtfo because you're free now, or maybe you'd get depressed, lacking direction, and a afried of the chaos your freedom provides.

People today can fall into a deep crippling depression when their parent who beat and molested them dies suddenly, I don't see why a slave couldn't have a screwed up mindset like that.
 
We can also have heroic whalers/poachers who hunt the monsters along with cult like sea sheperd members in league with the SharKaiju.

there could be a rebel merpeople faction. like the descendant of the royal family when merpeople civilization was at its peak pre civil war and the following great collapse.

I'd like to see more mentions of these, though:

1. Weather Control using magic, and unintended side-effects - El Nino and La Nina, maybe? Even an offensive use.

2. Aquaculture. Surely the water world would see the rise of aquaculture as a primary means of food production, and they do seem to have both the technology and magic to help that.

3. Seafloor resource extraction, from petroleum to minerals.

4. More intelligent and hardy sea creatures replacing many common pets and livestock.
