WCDC Belisarius and Petan began a series of war games, together with several Squadrons worth of more conventionally sized combat craft of both the advanced and conventional types.
Some of these war games were conducted as the aggressor, while others as the defenders, with some squadrons operating as OpFor, while in some cases Belisarius and Petan were opposing each other with their respective Squadrons.
Around late Summer, both Enthat and Haing, the two surviving siblings of Petan, had received their own upgraded AutoWar bodies and took part in the war games, though Haing had a modified hull, concentrating his firepower on more conventional laser and kinetic weaponry.
So far, the war games pointed towards large WarShips being effective in combat situations, though the tactics to use them were still evolving, partially with direct input of the by now four AIs directly involved in the process.

Around the same time as Verder, the alien AI, had been discovered on Ares, an alien weapon, apparently a form of plasma carbine, which was recovered near him, together with the skeleton of another alien, this one appearing to be about one meter tall and hamster like in appearance.
Research teams of the Defense Council wanted to have a good look at this unique weapon type for a while now, but so far had not been able to get a green light to take the device apart, until only mid summer of 2185. They were surprised to find that, not unlike modern fabricated devices, the entire weapon appeared to be formed of a single monolithic construction. This effected an in depth analysis of the weapon extremely hard, as there were no seams that would allow to carefully take the weapon apart and take a closer look at its internal construction.
Another strange discovery about the weapon was that there were several areas where the recovery team had recoded corrosion, biological contamination and even what appeared to be bones sticking out of the weapon. This led to some engineers joking that some biological organs had been grated to the weapon. Those bits of corrosion and contamination had been cleaned away, however, and it was hard to tell if this was more than a joke.
As it was, nothing could be determined about the actual working of the weapon system.

With the success of the conversion of the A Ship With A View and the No Pirate Life For Me as well as their attending dropships, it was decided the existing Invaders class jumpships and dropships taken from the Circinan pirates during the few engagements, would be converted into the new MKII designs. This meant the conventional jump drives of these jumpships would be replaced by an Advanced Jumpdrive and it would additionally house an Heim-Feynman Event Generator needed for travel through The Everchanging Black (Heim-Feynman Space), and use the free tonnage to house extensive surveillance systems. With its availability, this would include a Superluminal Wave Defector and potentially an HYDAR system to log jumpship and dropship traffic in the general area of operation.
Furthermore, they were to be equipped with a Caldran Ansible, an Enhanced Range Secure HPG and a Hyperwave transceiver and the ability to create Hyperwave Tranceiver Relay satellites as needed. This would allow the jumpships to operate long term in the Inner Sphere and keep contact with the WCDC to transmit Intelligence data.

With the availability of the Superluminal Wave Detector, the by now ten jumpships of the Walsingham class had been equipped with them. Before this time, none of these specialized surveillance vessels had been actively used, aside from some help with installing some deep space Ternary Caldran Ansible Nodes. Now, however, they were additionally equipped with Hypercom Tranceivers and handed over to the DSSINOO.
Their mission would be to jump into deep space along the anti spinwards borders of the Lyran Commonwealth and the Free Worlds Leage, at a distance of a hundred lightyears , and observe Jumpship movements with the help of the Superluminal Wave Detectors for about six weeks, before jumping over thirty light years to a new position deeper into Lyran and FWL territory and repeat the six-week observation period. After eight jumps, they would retrace their jumps and repeat the observation, before returning to FOB Pine Gap.
This operation would hopefully allow building up a library of different jump ships and their travel through the observed space. Their communication among each other via Hyperwave Tranceiver would ensure an more in depth analysis of jumpship movements.

While an area for the new conference compound was found relatively quickly on the nearby sea shore and the construction began, with the help of local contractors and extensive use of the Planetary Settlement Kits on Circinus, bigger problems held back any of the preparations on the diplomatic side.
Many of the larger nations of the WCDC, like the United States of America, the Empire of Jerat, The United Republic of Washington, or the United Colonies of 61 Virginis, were attempting to force their own diplomat as the head of the Conference Team, leading the talks between the invited Houses of the Inner Sphere. This was regarded as power grabs by the smaller nations of the WCDC, who in turn positioned their own diplomats, making it almost impossible to come up with a solution.
By the end of Summer, Rynem of the Gerant Vorem, the former Sovereign of Thriem, and by now an 84-year old elder statesman of the Quetzal Evacuation Fleet, stepped in, attempting to find a compromise.

After the accelerated program to design the new Heavy Combat Craft, the winning selection was the Ishtar, designed and with a prototype built by the New Babylon Dock Yards of the Republic or Iran, a 75ktonne spacecraft.
The Ishtar was armed with several weapon systems originally developed for the Belisarius and Petan, like the 1.5GW and 800MW 300 nm Laser, but also heavy projectile weapons and the ability to launch 100 Class IV, 200 Class II and 400 Class II missiles and 20 Combat drones, offering outstanding combat capabilities and long range stand-off capabilities.
The first prototype of the class, RIS Ishtar entered service for the Iranian Space Forces and took part in the latter war games of the Belisarius and Petan, proving its worth by projecting its force over long distances, even though it was limited in effect against a Warship like Peta or Belisarius. Against Dropships, however, the Ishtar proved to be more than a match.

With a more active contact with the Inner Sphere and the economic connection forged by selling jumpships to the Lyran Commonwealth, and by extension to the Federated Suns, it was believed to be time to begin with the production of Inner Sphere technology that could be sold at a considerable profit margin to the Inner Sphere.
To this end, the WCDCTO began to issue incentives to companies willing to create industrial capabilities to produce myomer bundles, including some enhanced more compact options, compact fusion reactors and similar products. While some of these products had military uses, others, like Reverse Osmosis Water Filtration systems, were purely civilian in use.

Research continued, and it was possible to utilize the phased Hyperwave transceiver from the directed Hypercom system to create a sweeping hyperwave beam, able to reach out to a distance of 60 Astronomical Units with a steadily reduced resolution in detection. However, the new design of this sensor system had only a reduced sweep of 45 degrees in azimuth and 45 degrees in inclination, needing several units to be used over the full sky.
To fall in line with sensor systems like RADAR and LIDAR, it was decided to name the new system HYDAR, or Hyperwave Detection and Ranging. Of course, the military and the intelligence services were extremely interested in HYDAR, as it would allow knowing what FTL capable or enabled spacecraft were present inside a system and their course vectors.
For the DSSINOO, and survey personal and private mining companies, the system would be intriguing, because it also allowed to detect derelict Jump and Warships as well as some specific types of massive Germanium deposits.
However, work on HYDAR, has given the scientists a few new ideas concerning hyperwaves and their propagation.

The intensive diplomatic fights between the various powerful member nations of the WCDC lead to some stronger calls for dealing with these situations once and for all and various polls in various member nations and over the Internet showing that there is a surprisingly strong support for the creation of a closer connected Confederation out of the WCDC. However, there are of course very loud voices that are fighting against such a Confederation, or for some nation to fully take the reins of the WCDC and form an Imperium of some type or another. These last comments show surprising parallels to what is currently known of the Star League and the Terran Hegemony, causing some people in the intelligence community to suspect external influences, though it was unknown where those could come from, as there are no known infiltrations of Comstar or any of the Inner Sphere Houses.

On Circinus, more refugees arrive from inside the Inner Sphere, some from FWL, but also some from the now defunct Capellan Confederation. Most are of course screened for the possibility of being agents for the Inner Sphere Houses. Some refugees from the former Capellan Confederation show signs of strong disfavor for the Dutchy of Andurien, the Federated Suns and the FWL. Amoung these, there are several Mech Warriors that hope the WCDC armed forces might employ them as mercenaries of some description, but need to be taken under closer observation, should they be untrustworthy actors that have arrived at Circinus to act against the Circinus Conference.

Comstar:
Comstar has demanded the presence of Ambassador Churchill at the Comstar HPG Compound, but was rebuffed by the Diplomatic Team, noting they would not respond to such demands by a communication company and that they should go through the proper channels. If they had a message to give to the diplomats, they were to bring it in like anyone else.
Of course, through HPG radio backscatter, it was already known Comstar would be demanding to be invited to the Circinus Conference, if 'only to provide HPG communication for the delegates'. The decision to inform Comstar about native HPG capabilities and the ability to transmit to any of the HPG stations in a 50 ly radius around Circinus for the diplomats communication needs has yet to be determined.
