Yeah but i figure a proper neuman design can reproduce itself inside a year and i dont think this can but matters little either way. jeez we need to try to keep these hiddan if we can or at least full capability. A single one would be a major boon for any invasion force. Hell if the clans had invaded with designs like this they could have solved their logistic problems easy.

Crazy idea of long long range expedition to check out clan homeworlds. They know where we live so why not us them? AHAHA yeah they find out invasion right there but we could sneak in and set up recon satillites and going that far might let us find others like the hansetic league.

WCDC Belisarius and Petan began a series of war games, together with several Squadrons worth of more conventionally sized combat craft of both the advanced and conventional types.

Some of these war games were conducted as the aggressor, while others as the defenders, with some squadrons operating as OpFor, while in some cases Belisarius and Petan were opposing each other with their respective Squadrons.

Around late Summer, both Enthat and Haing, the two surviving siblings of Petan, had received their own upgraded AutoWar bodies and took part in the war games, though Haing had a modified hull, concentrating his firepower on more conventional laser and kinetic weaponry.

So far, the war games pointed towards large WarShips being effective in combat situations, though the tactics to use them were still evolving, partially with direct input of the by now four AIs directly involved in the process.

Around the same time as Verder, the alien AI, had been discovered on Ares, an alien weapon, apparently a form of plasma carbine, which was recovered near him, together with the skeleton of another alien, this one appearing to be about one meter tall and hamster like in appearance.

Research teams of the Defense Council wanted to have a good look at this unique weapon type for a while now, but so far had not been able to get a green light to take the device apart, until only mid summer of 2185. They were surprised to find that, not unlike modern fabricated devices, the entire weapon appeared to be formed of a single monolithic construction. This effected an in depth analysis of the weapon extremely hard, as there were no seams that would allow to carefully take the weapon apart and take a closer look at its internal construction.

Another strange discovery about the weapon was that there were several areas where the recovery team had recoded corrosion, biological contamination and even what appeared to be bones sticking out of the weapon. This led to some engineers joking that some biological organs had been grated to the weapon. Those bits of corrosion and contamination had been cleaned away, however, and it was hard to tell if this was more than a joke.

As it was, nothing could be determined about the actual working of the weapon system.

With the success of the conversion of the A Ship With A View and the No Pirate Life For Me as well as their attending dropships, it was decided the existing Invaders class jumpships and dropships taken from the Circinan pirates during the few engagements, would be converted into the new MKII designs. This meant the conventional jump drives of these jumpships would be replaced by an Advanced Jumpdrive and it would additionally house an Heim-Feynman Event Generator needed for travel through The Everchanging Black (Heim-Feynman Space), and use the free tonnage to house extensive surveillance systems. With its availability, this would include a Superluminal Wave Defector and potentially an HYDAR system to log jumpship and dropship traffic in the general area of operation.

Furthermore, they were to be equipped with a Caldran Ansible, an Enhanced Range Secure HPG and a Hyperwave transceiver and the ability to create Hyperwave Tranceiver Relay satellites as needed. This would allow the jumpships to operate long term in the Inner Sphere and keep contact with the WCDC to transmit Intelligence data.

[] Operation Green Granite: - 6 votes active
Time: 8 turns, Chance of success: 50%
Roll 1 of 8, Roll 1d100: 43+5 = 48 - Failure (All DSSINOO operations)

With the availability of the Superluminal Wave Detector, the by now ten jumpships of the Walsingham class had been equipped with them. Before this time, none of these specialized surveillance vessels had been actively used, aside from some help with installing some deep space Ternary Caldran Ansible Nodes. Now, however, they were additionally equipped with Hypercom Tranceivers and handed over to the DSSINOO.

Their mission would be to jump into deep space along the anti spinwards borders of the Lyran Commonwealth and the Free Worlds Leage, at a distance of a hundred lightyears , and observe Jumpship movements with the help of the Superluminal Wave Detectors for about six weeks, before jumping over thirty light years to a new position deeper into Lyran and FWL territory and repeat the six-week observation period. After eight jumps, they would retrace their jumps and repeat the observation, before returning to FOB Pine Gap.

This operation would hopefully allow building up a library of different jump ships and their travel through the observed space. Their communication among each other via Hyperwave Tranceiver would ensure an more in depth analysis of jumpship movements.

While an area for the new conference compound was found relatively quickly on the nearby sea shore and the construction began, with the help of local contractors and extensive use of the Planetary Settlement Kits on Circinus, bigger problems held back any of the preparations on the diplomatic side.

Many of the larger nations of the WCDC, like the United States of America, the Empire of Jerat, The United Republic of Washington, or the United Colonies of 61 Virginis, were attempting to force their own diplomat as the head of the Conference Team, leading the talks between the invited Houses of the Inner Sphere. This was regarded as power grabs by the smaller nations of the WCDC, who in turn positioned their own diplomats, making it almost impossible to come up with a solution.

By the end of Summer, Rynem of the Gerant Vorem, the former Sovereign of Thriem, and by now an 84-year old elder statesman of the Quetzal Evacuation Fleet, stepped in, attempting to find a compromise.

After the accelerated program to design the new Heavy Combat Craft, the winning selection was the Ishtar, designed and with a prototype built by the New Babylon Dock Yards of the Republic or Iran, a 75ktonne spacecraft.

The Ishtar was armed with several weapon systems originally developed for the Belisarius and Petan, like the 1.5GW and 800MW 300 nm Laser, but also heavy projectile weapons and the ability to launch 100 Class IV, 200 Class II and 400 Class II missiles and 20 Combat drones, offering outstanding combat capabilities and long range stand-off capabilities.

The first prototype of the class, RIS Ishtar entered service for the Iranian Space Forces and took part in the latter war games of the Belisarius and Petan, proving its worth by projecting its force over long distances, even though it was limited in effect against a Warship like Peta or Belisarius. Against Dropships, however, the Ishtar proved to be more than a match.

Reward: One design of a heavy combat spacecraft with prototype

With a more active contact with the Inner Sphere and the economic connection forged by selling jumpships to the Lyran Commonwealth, and by extension to the Federated Suns, it was believed to be time to begin with the production of Inner Sphere technology that could be sold at a considerable profit margin to the Inner Sphere.

To this end, the WCDCTO began to issue incentives to companies willing to create industrial capabilities to produce myomer bundles, including some enhanced more compact options, compact fusion reactors and similar products. While some of these products had military uses, others, like Reverse Osmosis Water Filtration systems, were purely civilian in use.

Research continued, and it was possible to utilize the phased Hyperwave transceiver from the directed Hypercom system to create a sweeping hyperwave beam, able to reach out to a distance of 60 Astronomical Units with a steadily reduced resolution in detection. However, the new design of this sensor system had only a reduced sweep of 45 degrees in azimuth and 45 degrees in inclination, needing several units to be used over the full sky.

To fall in line with sensor systems like RADAR and LIDAR, it was decided to name the new system HYDAR, or Hyperwave Detection and Ranging. Of course, the military and the intelligence services were extremely interested in HYDAR, as it would allow knowing what FTL capable or enabled spacecraft were present inside a system and their course vectors.

For the DSSINOO, and survey personal and private mining companies, the system would be intriguing, because it also allowed to detect derelict Jump and Warships as well as some specific types of massive Germanium deposits.

However, work on HYDAR, has given the scientists a few new ideas concerning hyperwaves and their propagation.

Reward: HYDAR sensor capable of detection of any FTL capable or enabled spacecraft (HFEG spacecraft, Jumpships, WarShips, Dropships), Research Options

WCDC Internal Events:

The intensive diplomatic fights between the various powerful member nations of the WCDC lead to some stronger calls for dealing with these situations once and for all and various polls in various member nations and over the Internet showing that there is a surprisingly strong support for the creation of a closer connected Confederation out of the WCDC. However, there are of course very loud voices that are fighting against such a Confederation, or for some nation to fully take the reins of the WCDC and form an Imperium of some type or another. These last comments show surprising parallels to what is currently known of the Star League and the Terran Hegemony, causing some people in the intelligence community to suspect external influences, though it was unknown where those could come from, as there are no known infiltrations of Comstar or any of the Inner Sphere Houses.

Result: +7 to action Calls for Confederation

On Circinus, more refugees arrive from inside the Inner Sphere, some from FWL, but also some from the now defunct Capellan Confederation. Most are of course screened for the possibility of being agents for the Inner Sphere Houses. Some refugees from the former Capellan Confederation show signs of strong disfavor for the Dutchy of Andurien, the Federated Suns and the FWL. Amoung these, there are several Mech Warriors that hope the WCDC armed forces might employ them as mercenaries of some description, but need to be taken under closer observation, should they be untrustworthy actors that have arrived at Circinus to act against the Circinus Conference.

Comstar has demanded the presence of Ambassador Churchill at the Comstar HPG Compound, but was rebuffed by the Diplomatic Team, noting they would not respond to such demands by a communication company and that they should go through the proper channels. If they had a message to give to the diplomats, they were to bring it in like anyone else.

Of course, through HPG radio backscatter, it was already known Comstar would be demanding to be invited to the Circinus Conference, if 'only to provide HPG communication for the delegates'. The decision to inform Comstar about native HPG capabilities and the ability to transmit to any of the HPG stations in a 50 ly radius around Circinus for the diplomats communication needs has yet to be determined.

Time: 3 turns, Chance of success: 70%, Reward: +20 to any space engagement with a warship present

[] Project Black Light: active (3 turns)
On one of the former colonies, an apparent plasma weapon has been recovered. It would be a good idea to take a close look at the weapon and potentially develop a usable weapon from it.
Time: 4 turns, Chance of success: 45%, Reward: Plasma Weapon technology, 50% chance of plasma weapon prototype (1d4 for type)

[] Extended Anti-Piracy Patrols:
While the project to improve the defense against piracy in Known Space around the WCDC was a success, many within the Diplomatic Corps and the Military believed that more should be done to prevent piracy in this sector of space, as the destruction of any 'Pirate Heaven' close by would proove to remain a problem not only for the WCDC, but also for any nearby nation the WCDC had contact with. As such, longer duration and longer ranged patrols to discover any potential pirate havens in known space and destroy them before they can be fully established.
Time: 5 turns, Chance of success: 60%, Reward: Long Duration, long range patrols, reduction of pirate activity to almost zero within known space

[] Capital Weapons:
While the majority of weapon systems used on the Belisarius are in a sense prototypes, it might be a good idea to take a closer look at the various weapon systems taken from the WarShip to figure out how to build better weapons for such massive vessels.

The WCDC was forced into this coference by the First Prince of the Federated Suns and the complicit Archon of the Lyran Commonwealth to host a peace conference on Circinus to broken a peace between the FWL and the Dutchy of Andurien. While not something that we wish to do, we should do our best to get this conference to a good end and hopefully impress our neighbours into not attacking us. Perhaps Belisarius might make a good argument for that.
Time: 6 turns, Chance of success: 65%, Reward: Contact with all IS powers, Diplomatic Bonuses: +10 with FedCom and Andurien, +5 with FWL, 0 with Draconis, ? to Comstar

[] Long Range Diplomacy - Marian Hegemony: active (2 turns)
The Marian Hegemony is now a more known quantity and the current Caesar is interested in trade deals. So it might be a good idea to open official diplomatic contact with the Marians. It might certainly help if one could make them uninterested in any military operation against the WCDC.
Time: 8 turns, Chance of success: 50%, Reward: Contact with the Marian Hegemony

[] Humanitarian Aid IV:
With the formation of the Prometheus Foundation, it would be a shame not to make use of it. As such, it might be advantageous to send out a diplomatic mission to one of the neighboring systems discovered recently, and offer the planet some humanitarian aid. Rumors within the Foundation note they have been able to produce a couple of Planetary Settlement Kits, usually meant to establish new settlements on habitable worlds.
Time: 3 turns, Chance of success: 50%, Reward: +10 on diplomatic action on targeted world, targeted world is slowly brought up to a Walker Cluster tech level
Please select a world from the list of Known Habited Worlds neat the Walker Cluster

[] Charm Offensive IV:
In the wake of the Black Warrior Attack and the fears that are still around in the nearby systems, it would be a good idea to alley their fear.
Time: 4 turns, Chance of success: 60%, Reward: Better diplomatic relations to the ten known worlds, +5 to diplomatic actions with the ten worlds

[] We need new members:
There are 8 nations in the Three Systems that have declined to become members of the WCDC. The Three Systems can't effort to have some nations working on cross purposes and endanger the entire rest of the Walker Cluster. So there is a need to get them aboard and into the WCDC.
Time: 2 turns, Chance of success: 25%, Reward: 1d6 nations of the 8 nations that declined WCDC membership initially, become WCDC members

[] Invite Others III:
The WCDC was working out nicely and maybe it was time to invite one of the other worlds outside the Three Systems into the WCDC?
Time: 4 turns, Chance of success: 35%, Reward: The selected world joins the WCDC as a member
Please select a world from the list of Known Habited Worlds neat the Walker Cluster

[] Calls for Confederation:
The WCDC has muddled along as a defense and trade organization for nearly ten years by now and the nations had come together. But while dealing with smaller powers usually was not a problem, dealing with the big powers of the Inner Sphere leaves the WCDC with several legal problems, which would neatly be avoided if the WCDC would turn into a Confederation of nations with a clear leadership and political structure for the Inner Sphere to deal with, while the members of the Confederations would retain their internal independence.
Time: 4 turns, Chance of success: 42%, Reward: WCDC turns into a Confederation, 1dn to decide on new name
Please suggest a new name for the new Confederation (which does not include 'Walker Cluster').

WCDC Trade Organization:

[] Build the Technology: active (3 turns)
With mechs been taken apart, it might be a possibility that parts for them could be replicated and sold on the open market in the future. Especially Myomer bundles are interesting in thie regard, though WCDC technology allows to make motive materials that are more compact compared to IS Myomer.
Time: 4 turns, Chance of success: 60%, Reward: Ability to build IS mech components, Options to upgrade IS Mech components, Possibility to sell Mech components

[] Light Warship:
With the Belisarius and the Petan derives Warship hulls avaiable, maybe it is time to design a few Warships that are lighter than the Petan derived hulls to act as larger support vessels.
Time: 4 turns, Chance of success: 60%, Reward: 1d2 designs of a Light Warship (<500ktonnes), 25% chance of a working prototype
Only available after completion of Warship Roles

[] Medium Warship:
With the Belisarius and the Petan derives Warship hulls avaiable, maybe it is time to design a few Warships that are in the same weight area as the Petan derived hulls to act as medium combatants.
Time: 4 turns, Chance of success: 60%, Reward: 1d2 designs of a Medium Warship (<1Mtonnes), 25% chance of a working prototype
Only available after completion of Warship Roles

[] Heavy Warship:
With the Belisarius and the Petan derives Warship hulls avaiable, maybe it is time to design a few Warships that are as heavy as Belisarius to give the WCDC fleets more of a punch in every situation.
Time: 4 turns, Chance of success: 60%, Reward: 1d2 designs of a Heavy Warship (>1Mtonnes), 25% chance of a working prototype
Only available after completion of Warship Roles

[] New Settlement Initiative:
There are many virgin, uninhabited planets nearby discovered by the initial survey missions. So it is only natural that the Trade Organization should offer a few incentives to send out a few new settlement missions. Perhaps one or two Planetary Settelment Kits for free would do for settling an additional planet or two.
Time: 6 turns, Chance of success: 65%, Reward: 1d4 newly settled planets

[] Industrial Export:
Some surprising things have come up during historical research, including the Terran Hegemony flooding the Periphery with cheap goods and systems that killed off local suppliers and left worlds in the cold, following the Amaris Crisis and the following Successor Wars. Now some companies believe they could make a profit selling power generation, atmospheric processors, water purification and other similar systems to the worlds and polities surrounding the WCDC. Some even propose to set up factories for these things on other planets and polities. This would certainly improve the economic situation of these worlds, diplomatic contact with them, as well as improve the WCDC economy.
Time: 4 turns, Chance of success: 60%, Reward: +10 to external trade with selected world, +10 to diplomacy with selected world
Select a world or polity to export to

[] Build the Weapons:
Since the weapons used by the Inner Sphere were successfully reverese engineered, it is not possible to build carbon copies of them and perhaps even build up on them, though mostly for export. Handing the plans over to several arms cpmpanies will allow that they can be sold easily
Time: 4 turns, Chance of success: 70%, Reward: Ability to build IS weapons, Options to create upgraded IS weapons, Possibility to sell weapons

WCDC Office for Science and Development:

[] HFEG Jump: active (7 turns)
In the wake of the success with the Jump Drive and the HFEG working in parallel, there have been some signs that it might be possible to combine both systems into a single drive system.
Time: 12 turns, Chance of success: 25%, Reward: HF Jump Drive

[] Project Heavy Mysterious Mustard:
With the completion of the Jump Drive Project, it might be a good idea whether or not it would be possible to burn some research time to further improve the Jump Drive, Improve the range, materials, allow faster charing from a fusion reactor, this kind of thing.
Time: 5 turns, Chance of success: 40%, Reward: Improved Jump Drive

[] Hyperwave Local Area Mesh Network:
The development of the Hypwerwave Communication system has brought a few interesting possible uses for the technology. For one, some scientists have compared it to WiFi technology. Perhaps it would be possible to take the system and develop it into a FTL equivalent for use in local area (system) mesh networks.
Time: 4 turns, Chance of success: 45%, Reward: Hyperwave Local Area Mesh Network

[] Compact Hyperwave Transceiver:
The scientists are sure that it will be possible to create much more compact hyperwave transcivers than the scurrently microwave sized designs. These transceivers might take a hit in range and network speed however.
Time: 4 turns, Chance of success: 45%, Reward: Compact Hyperwave transceivers (1d6 for final size)

[] General Hyperwave Research:
There are some things that came up during the research into Hyperwave Trenceivers and HYDAR. MAybe it would be some time to take a closer look at the various things that have come to mind.
Time: 4 turns, Chance of success: 40%, Reward: Unknown new Research Option

…Do Dropships have a shiny Germanium vane that wraps the FTL field around the Dropship when it's docked to the Jumpship and about to the latter about to jump?
(Emphasis added)
Huh. While there are always loonies around, they rarely clamber for an Empire with any appreciable backing, so us being notified of this, is telling. As the intelligence community suspects, it might be foreign astroturfing, but at the same time we can't exclude domestic astroturfing either. After all we have the Emperor of Jerat (though he's still young), and I wouldn't be surprised if there were fringes among his flock that would like to extend his influence, regardless of the Emperor's own opinion.

Soon, my darling, soon. Just you wait!

Economy

As much as I want to go for New Settlements, it makes more narrative sense to go with Build the Weapons.
Screw that. I'm gonna go with more settlements. It's one of the good ways to foster growing together rather than growing apart. And who knows, we might actually find some stuff on one of the abandoned planets.

[X] New Settlement Initiative

Science

The improves Jump Drive, that would result from Heavy Mysterious Mustard, ties well into the ongoing HFEG Jump action (which despite its recent high rolls still has only overall odds of two in five), so I'll take that one, please.

"Due to ongoing concerns regarding your conduct towards the WCDC, who are hosting the Circinus Conference, we regret to inform you that your request to participate in the Circinus Conference has been declined. It is our considered opinion, that your attendance would negatively affect the talks we expect to be held at the conference. However, to alleviate your worries about the communication issues, rest assured that we have acquired the means to send and receive HPG communiques and will provide these services to all invited parties free of charge."
There that should do the trick. Polite and ambiguous enough.

Well

Cyborg hamster aliens confirmed!?

Any thoughts on Comstar?

I suspect the 2 decisions are interconnected as far as their reaction table is concerned.

While my first reaction would be to give them the finger. I suspect telling them just how far and wide our net is flung will push them to extremes.

They probably know we have FTL comm abilities of our own but have no idea how far we have already expanded our com network.

So I am inclined to vote no- yes here.

Let them think they still have time andhopefully we will not have warships crushing our party.

@Warringer what is the status of the Circinus HPG? Is it still standing? Is Comstar in control of it? It was probably mentioned in the Circinus Combat Turns but my shitty tablet makes searching a pain

…Do Dropships have a shiny Germanium vane that wraps the FTL field around the Dropship when it's docked to the Jumpship and about to the latter about to jump?
Its called a Dropship Collar. They include some Germanium/Titanium device that does wrap the jump field around the dropship.

The Circinus HPG was destroyed by some ROM agent, when our boys stormed the HPG to secure it during the initial invasion of Circinus.

So how will Comstar provide communication?

Are we past the pretense HPGs are irreplaceable? Are they offering to repair it in time?

Or organise some sort of fast courrier command circuit?

Minor things all told but Comstar wil be probably forced to show some of its capabilities.

They don't realize that their agent totaled the HPG.

[X] Build the Weapons:
Since the weapons used by the Inner Sphere were successfully reverese engineered, it is not possible to build carbon copies of them and perhaps even build up on them, though mostly for export. Handing the plans over to several arms cpmpanies will allow that they can be sold easily
Time: 4 turns, Chance of success: 70%, Reward: Ability to build IS weapons, Options to create upgraded IS weapons, Possibility to sell weapons

[X] Hyperwave Local Area Mesh Network:
The development of the Hypwerwave Communication system has brought a few interesting possible uses for the technology. For one, some scientists have compared it to WiFi technology. Perhaps it would be possible to take the system and develop it into a FTL equivalent for use in local area (system) mesh networks.
Time: 4 turns, Chance of success: 45%, Reward: Hyperwave Local Area Mesh Network

Should Comstar be informed about native WCDC HPG capabilities?
[X] Yes

Should Comstar be invited to the Circinus Conference?
[X] Are you out of your mind?

Having the capability to supply IS weaponry can be used as a good bargaining chip during the conference and an even better one when combined with building the technology.
A Hyperwave LAMN could be very useful and should be completed before we go further into theoretical hyperwave research.

On the Comstar question yes they should be informed publicly in a way that will make them flip their shit and then told to piss off and not to show their face at the conference.

Well rolls were kinda shit this time around but still chugging along. Warships disturbingly low but looks like it is succeeding but i see that warning there about our heavies not being that effective. Plasma gun is probable going to be a pathfinder than anything. And a disturbing example of how fucked up the hell hamsters are. Really why bio anything on a gun?

Survey is ok. And deep space failing again which just makes me think a reorganization is needed stronger but hopefully this op pulls through.

Diplomacy is show exactly why we need a confederation and hopfully get it together before we embarrass ourselves in front of the delegates. Dammit people the house lords don't give a shit which micro nation which don't control single worlds in most cases is backstabbing who beyond fact gives them leverage to pull us apart and eat us. Marians? Fuck the Marians. They stay on their grass i stay on mine and i don't stomp their slaver asses. Though that itself is something we will need to deal with. Eventually.

Holy shit Ishtar is worthy of its name. A single one could probable seriously threaten many small to medium weight IS warships. Certainly rolfstomps every dropship design around right now and most they would have made in future. And Haing is a brawler and that is a crazy awesome design though could do with more armor maybe? I want to see that vs a Mckenna. Would be a very interesting fight.

Petan makes for excellent range cover, bombardment, and sniping. Hiang is tip of the spear for when we need to wade in and just start wrecking everything in mass Dakka with normal squadrons coming in just behind to finish off survivors.

... A Petan and Haing backed by 2 squadron each of current sub caps would be functionally unstoppable by anything but a clan fleet and the clanners would not want that fight. Light and Med for scouting and intercepting/skirmishing with Hiang backed by heavies punching in and Petan staying at range lobbing missile volleys at targets of opportunity...

Ok moving on. FINALLY build the tech is actually started. Even if roll would have been bad if not for all the boosts... Tech is going very well and HYDAR is going to be very valuable in so many uses. Nothing will be able to approach without us seeing them and will make extended range scouting far more useful able to hopefully see jumpships at range and back track them. New option are very juicy to.

Internal squabbles are understandable but imperium calls are probable just ultra nationalist/fascist parties trying to be heard but we should get people on watching them. Cant be external unless there is some deep conspiracy allowing ships or communications to slip in and out without the whole seeing it. As for refugees well they can stay on world for now and the would be mercs can join up with our other mercs or perhaps we can see about helping them form their own team. Should have spare mechs around somewhere gather dust. And need to build our own export mechs but getting there... Of course they are not going anywhere for a while. Circinus and its worlds could use more defenders and they could be very useful as a roving team patrolling the colonies perhaps? Actually yes move them and as many of the new refugees as we can to neighboring colonies to buff them and any still on world away from the conference and watched.

Jeez what gridlock the war has become to last this long. Is comstar just dumping everything into it? As for them yeah they are so used to their monopoly allowing them to jerk even house lords around they forget themselves. They cannot demand shit from us but that does not percolate well through their fanaticism and entitlement.

Additional Decision:

Should Comstar be informed about native WCDC HPG capabilities?
[x] Yes

Should Comstar be invited to the Circinus Conference?
[x] No

@Schreiben says it pretty well but could add in "Why would we let a terrorist organization near the conference and yes you are a terrorist organization. Twice we can confirm you have attempted espionage and attempted mass murder and we have a third incident where we are pretty sure it was you attempting to murder our diplomatic party enroute to Tharkard. The only reason we are not at war is because we cant reach you effectivly but we have informed the FedCom at least with all evidence to proof it. And no we don't need your obsolete HPG systems we have our own that are already better."

Watch them rage and panic and discover to late we already gave the tech to the FEDCOM. The shear idea we would give up such a advantage is so inconceivable they wont realize it until far to late and they have RCT's kicking in their doors.

[x] New Settlement Initiative:
There are many virgin, uninhabited planets nearby discovered by the initial survey missions. So it is only natural that the Trade Organization should offer a few incentives to send out a few new settlement missions. Perhaps one or two Planetary Settelment Kits for free would do for settling an additional planet or two.
Time: 6 turns, Chance of success: 65%, Reward: 1d4 newly settled planets

[x] Project Heavy Mysterious Mustard:
With the completion of the Jump Drive Project, it might be a good idea whether or not it would be possible to burn some research time to further improve the Jump Drive, Improve the range, materials, allow faster charing from a fusion reactor, this kind of thing.
Time: 5 turns, Chance of success: 40%, Reward: Improved Jump Drive

Lets go with @Schreiben picks. Weapons can wait till tech is done and might as well build on jumpdrives a bit more before doing more hyperspace research.

As for players? Perhaps people got busy or perhaps they saw no reason to vote with decisions already going the way they wanted?

Interstellar Confederation? Three Systems Confederation? The Confederation? Peoples Confederation? United Confederation of Planets? The south has risen again! Confederacy?

It does not have to include the word 'Confederation'. But is must not include the words 'Walker' and 'Cluster'.
